Le cœur de la ville est constitué de trois quartiers : la Medina (centre historique), les Oudayas et Hassan, tous deux situés à la rencontre du Bouregreg et de l'océan Atlantique. À l'ouest, et en longeant les bords de mer, on retrouve une succession de quartiers : D'abord, aux alentours des remparts, les quartiers anciens de l'Océan et des Orangers (populaire et classe moyenne). Au delà, une succession de quartiers majoritairement populaires : Diour Jamaa, Akkari, Yacoub El Mansour, Massira et Hay el Fath sont les principaux quartiers de cet axe. Hay el Fath, qui clôt cette succession, évolue vers une fréquentation de type classe moyenne. À l'est, en longeant le Bouregreg, on retrouve les quartiers de Youssoufia, Douar el Hajja, Mabella, Taqaddoum, Hay Nahda, Aviation, Romani (classes populaires et moyennes). Entre ces deux axe, en allant du Nord au Sud, on retrouve 3 principaux quartiers (classe moyenne à très aisée) : Agdal (quartier d'immeubles très vivant mélangeant les fonctions résidentielles et commerciales, majoritairement à destination des classes moyennes à aisées), Hay Riad (quartier aisé de villas qui a connu un sursaut de dynamisme depuis les années 2000, il tend a devenir le nouveau centre d'affaires de rabat ; des bureaux ainsi que des sièges d'entreprises publics et privées s'y installent(Maroc Telecom, CGI... ), et Souissi (quartier très aisé, majoritairement résidentiel). En périphérie de Souissi, dans la continuité, le quartier des Ambassadeurs. Ces quartiers, caractérisés par une urbanisation en vastes plans, aérée, souvent boisée, éloignée des brumes de l'océan, contrastent avec les îlots plus resserrés et denses qui les encerclent.
